I am playing on "Max Performance" settings, fps in mid fights is about 25, I can live with that. But in every start of the fight I get such lags

In best cases they stop right after my first death, please notice on the video at 0:08 after I die the FPS increases. The lags go completely away after a minute or so.

If anyone knows what may be the cause of the lags or any solutions please answer
