I am lvl 19 and i am wondering why i can't add this skill , maybe i must be lvl 20 to get unlocked ?

the '17' skill isn't actually taken as a skill, so you have 18 skills atm. The ones that require 19 already, are available only at 20 lv.

That means at lvl 20 i can have barbarian and berseker range 1 ? since i will have 2 altar points.

No that is not possible atm. You have to spend 1 Point before activating the last Skill. That means you can't skill Battle Rage and Barbarian in the same Time. If we the Level Cap gets raised to 30 you will unlock all Skills.

Let me understand , u are telling me that i can have only 1 skill that requires 19 skills ? If so , how do u explain this .

now you have 20 lv. And always you can add a skill after reaching the next level. Now you don't have a next level, so you cannot learn those skills.
And now ive noticed that there are also crossed out skills so you probably think that if you didnt learned them, you could learn the two in circles? Well, you couldn't, as they still require 19 skills learned. So if you didnt learn the skills of quicker crafting, you would be obliged to learn different skills that require 1-9 already learned. There is only one opportunity of having 19 skills learned - the moment you reach 20 lv.

Actually that screenshot i take from a game guide to fallow with skills and as u can see that guy has 2 skills that requires 19 skill points and that's why i am so confused why i am forced to add sprint or vortex or a 9 skills need ability and i can have only 1 skill that requires 1 skill point

um.. can you point out exactly which two skills requiring 19 skills learned does 'the guy' have? I see only one of them ^^
You can add sokker punch(thats how its called?) at 'level' 2
And you cannot add the skills requiring 19 already learned simply because you dont have the 19 learned, you have 18.

I think by ur screen guide it was 3 times skilled forge, right? Because before patch 31 u can have 3 Forge skill.

yes exactly that guy have 3 forge skills and last forge skill requires 19 points but if u say that is not posible anymore i will take speed skill .
